آثار جهانی‎شدن بر مدیریت دولتی در ایران

چکیده

تحولاتی که جهانی‎شدن در عرصه‌های سیاسی، اقتصادی، فرهنگی و اجتماعی ایجاد می‎کند، بی‌شک آثاری را نیز بر مدیریت دولتی هر کشوری به جا می‌گذارد. هدف این پژوهش، بررسی آثار جهانی‎شدن بر مدیریت دولتی از دید خبرگان مدیریت دولتی در ایران است.پژوهش حاضر از نظر هدف، کاربردی است و با رویکرد قیاسی به‎صورت مقطعی و پیمایشی اجرا شده است. جامعۀ آماری آن 92 نفر از استادان مدیریت دولتی دانشگاه‌های شهر تهران است. با توجه به جدول مورگان، از این تعداد 75 خبره برای حجم نمونه انتخاب شدند و پرسشنامه‌ها در اختیار آنان قرار گرفت. نتایج نشان می‌دهد در ایران، جهانی‎شدن در ابعاد فرهنگی/ فنی تحقق‎یافته، ولی هنوز در ابعاد اقتصادی و سیاسی/اجتماعی  محقق نشده است. نتایج نشان‎دهندۀ تسلط دیدمان ادارۀ امور عمومی سنتی در ایران است. در نهایت، ابعاد سیاسی/اجتماعی و فرهنگی/فنی جهانی‎شدن بر مؤلفه‌های پایۀ نظری و ذی‎نفعان اداری مدیریت دولتی اثرگذار است و بُعد اقتصادی بر مؤلفه‌های پاسخگویی و اختیارات اداری تأثیر می‎گذارد، اما بر سایر مؤلفه‌های مدیریت دولتی هنوز تأثیری نداشته‌ است.

چکیده [English]

Abstract: With the changes that globalization created in political, economic, cultural and social areas, undoubtedly it influences the public administration in any country. The aim of this study is to examine the effects of globalization on public administration in Iran from the viewpoints of public administration experts. In terms of purpose, this study is an applied research; in terms of approach, a deductive study; in terms of time horizon, a cross-sectional survey. A survey is administered to 92 academic members in public administration in Tehran universities. According to Morgan’s Table, 75 experts selected and questionnaires were distributed among them. Findings indicate that, cultural/Technical dimensions of globalization has been accomplished, but its economic and political/social dimensions has not been fulfilled yet in Iran. Meanwhile, the result is indicative of dominance of tradition public administration paradigm in Iran. Finally, the political/social and cultural/technical dimensions have changed the theoretical basis and administrative stakeholders of public administration and economic dimension has an effect on accountability and administrative discretion, and the rest of the public administration components has not affected yet.
