Designing an Innovative Human Resources Model Based on Perceived Organizational Support Case Study of Iran's Government organizations

Abstract

Innovative human resources are the driving engine of dynamic thinking, thinking with a critical approach, and the source of transformation and innovation in the organization. An output of the personality of a questioning and active force. It will not be possible to start, continue, strengthen, continue and maintain this important thing; Except in the shadow of material and spiritual support that is perceived by the employees. The purpose of this research is to design and present an innovative human resources model based on the perceived organizational support of Iranian government organizations.In terms of the nature of the data, the present research method is mixed exploratory (qualitative-quantitative), and in terms of the purpose, it is of the applied type, and in terms of the implementation method, it is of the descriptive-survey type. The qualitative part has been done using Clark and Brown's theme analysis method with a comparative approach. The statistical sample in the qualitative part by using the non-probability method of the targeted type includes 11 academic and organizational experts. The statistical population in the quantitative part includes managers, deputies and Experts of Iranian government organizations. Sampling was Done in the Quantitative part by Selecting 4 Government Organizations of Governance, infrastructure, economic and social, cultural and service affairs Type in Qazvin province. The sample size was calculated using Cochran's formula equal to 220 people. The sampling method in the quantitative part in the initial screening was targeted and then a combination of cluster, stratified and simple random. The data collection tool was a semi-structured interview and a researcher-made questionnaire. to analyze the data in the qualitative section to code the primary themes extracted from the theoretical literature and interviews with experts from triple coding; Axial, selective and open using Max QDA software and in the quantitative part for data analysis using SPSS software and to validate the model from the implementation of confirmatory factor analysis by Smart software. L. MATLAB software has been used to identify the optimal combination of perceived organizational support and innovative human resources.

First of all, the findings of the research indicate the identification of themes at the inclusive, organizing, basic and basic levels. which further leads to the identification of novel themes extracted from the difference between theoretical literature and research background with interviews with experts. Also, the final model is derived from local-government indicators, as well as moral and human values that are appropriate to the cultural context that governs the administrative space of Iran and is adapted from sources and references in laws, regulations and documents.

The most important achievement of this research is providing a multi-level model to measure the optimal combination of organizational support factors and innovative human resources in Iran's government organizations, which dynamically predicts the output variable according to the values of the input variables. The implementation and implementation of this model in the government organization of Iran can be considered practical and useful.
