Objective

In this study, we seek to identify the effective elements of smart governance on a smart city.





Methods

The basic research method governing the research is Interpretive Structural Modeling (ISM). The current research is a qualitative research of applied type. The method of data collection in this research was that by using targeted sampling, a list of experts in this field was prepared, and then, after conducting negotiations with them, they were interviewed, and after that, a questionnaire was provided to them, and with Answering the questions provided research data. The research environment is natural and the participants in the interview and questionnaire are academic experts in the field of smart cities and executive experts who work in relevant organizations, such as; The smart city section was used in municipalities and other relevant institutions.





Findings

The findings indicate that significant efforts are being made in Iran, especially in the city of Tehran, to become smart. In this regard, after examining the background of the research and conducting interviews among the existing elements, components such as citizen participation, e-government, smart management, use of technology, political and institutional environment, access and use of the Internet, social-environmental characteristics, transparency , accountability, data exchange and public and private sector participation were identified. By examining and analyzing the interviews conducted and also analyzing the existing literature in this field through the interpretive structural modeling method, we have identified the important and influential factors for the realization of a smart city in Tehran. Tehran has the realization of electronic government, and then in the continuation of dealing with and implementing smart management, the use of technology in the city and the political and institutional environment are placed in the next layer as influential factors.





Conclusion

Cities face many challenges such as traffic, air pollution, excessive energy consumption and urban sprawl. Smart city is a concept proposed to deal with these challenges. However, current smart city initiatives require a comprehensive decision-making framework. The smart city has created a new and emerging concept called smart governance, which has attracted the attention of scientists in the fields of public administration, policymaking, political science and information, and a major and supportive role for this concept, in order to create a decision framework. A comprehensive approach is considered for smart city initiatives. The current research focuses on the city of Tehran as one of the leading metropolises of Iran in the field of smart city, which was finally determined; The three elements of e-government, political and institutional environment and the use of technology have the greatest impact on the realization of a smart city in Tehran and in Iran in general.
