An analysis of the policy of increasing the salaries of government employees based on the framework of Kingdon's multiple streams (case study of Budget Law 1401)

Abstract

Objective: Issues related to public sector human resources management, especially issues in the field of service compensation and the way to increase employees' salaries in annual budget laws, are one of the most important decision-making axes of government managers and parliamentarians in annual budget bills and laws, as well as one of the continuous concerns and Government employees are considered important. Therefore, the mechanism and amount of increasing the salaries of government employees in a fair and proportionate manner is considered one of the challenging axes in the interaction between the government and the parliament and other stakeholders in this area. Therefore, the aim of the current research is to analyze the policy of increasing the salaries of government employees based on the framework of Kingdon's multiple streams in the budget law of 1401.

Method: The method of the current research is based on documentary studies and research, and based on the Multiple Stream framework in policy making, the results have been analyzed and reviewed. The information required in this study has been collected from three main sources, documents and kept sources, reports and news and interviews. Documents and archival sources in this research are legal documents and organizational documents. In order to analyze the data, the events related to this policy have been interpreted and analyzed based on Kingdon's framework of multiple flows. Since the main goal of the research was to analyze this mining case according to the three currents and other events of the focus, in this stage of data analysis, the theoretical concepts of Kingdon's theory have been the main indicators of the analysis and guidance of the research.

Findings: Based on the framework of the defense coalition, the current research explains that the reduction in the amount of taxes received from government employees (with the exception of faculty members and judges) has increased the percentage of salaries and benefits of salary groups with higher income levels. (A small part of the minimum wage earners are excluded from the inclusion of this statement due to the increase of the minimum wage.) For example, employees with salaries and benefits of 6 million Tomans in 1400 have been subject to a 12% net salary increase (salaries and benefits after tax deduction). , while this amount for employees benefiting from salaries and benefits of 32 million in 1400 was about 19%. The studies conducted show that in adopting this unfair policy, which is considered contrary to the discourse governing the legislative and executive powers, the ignorance of the policy makers in the government, parliament and the Guardian Council has played a stronger role than the economic and political interest of various stakeholders in this field. Also, the findings of the research show that although the role of the Majlis Research Center, as a policy entrepreneur in this area, was not successful in its approval phase, the role of this research institution led to the amendment of the aforementioned policy in the law amending the budget law of the year 1401 of the whole country and restoring rights National and military employees and retirees.

Conclusion: Based on the findings of the research, it is suggested that in the subsequent increases in employee salaries and benefits in future annual budget laws, while paying attention to the effects of the change in the salary and benefits tax rate, on the net growth of employee salaries and benefits, in order to compensate for the aforementioned injustice, The subsequent increases in salaries and benefits of the employees are combined from a fixed percentage and a fixed amount so that the total percentage of salary and benefits increase for employees with lower salaries is higher.
