Abstract

Objective: In Iranian law, environmental protection is a public duty, and the trans-sectoral and multi-dimensional nature of environmental protection requires the generality of this duty; Therefore, the task of environmental protection should not necessarily be specific to a single organization, and the better performance of this basic task requires specific coercive legal mechanisms to determine the duties of each of the different institutions in this field. In our country, the government is in charge of forest management decision-making, which emphasizes technical solutions and top-down decision-making and ignores beneficiary experiences. Global forest management trends now have a broader understanding of the failures and failures to adopt strategies that emphasize participatory management with multiple objectives. Implementation is an important stage of the three stages of formulation, implementation and evaluation of the public policy, in which the goal of the policy makers appears and emerges; On the other hand, the environment and its protection is a subject that has received a lot of attention in recent decades; Therefore, the main object of this research is: Presenting a Framework of Effective Factors on the Implementation of Policies in the Field of Protection and Exploitation of Forests in the North of the Country.

Methods: The type of method in this research has been mixed; In the qualitative section, the codes were converted into patterns using the qualitative method of thematic analysis. In the quantitative part of the research, the performance-importance analysis (IPA) model has been used to examine the importance of each index and rank the indices. Sequential or successive method is used for targeted sampling. In the qualitative part, 14 experts were present in the research, and theoretical saturation has been achieved after interviewing 12 people. The sample size in the quantitative section using the performance-importance analysis model was 16 people.

Results: By studying the extracted data and information, 473 open codes (initial concept), 390 basic themes, 56 organizing themes and 10 overarching themes were identified; The overarching themes identified for the implementation of policies in the field of environment are: environmental responsibility, scientific forest management, management of organizational resources, prioritization of environmental issues, improvement of the quality of environmental policy making, coordination between executive bodies and legislation, eco-oriented development, toolkit design, street-level bureaucrats and citizen participation. In the quantitative part, with the importance-performance approach of the identified components, it showed that street-level bureaucrats, citizen participation, tool package design, eco-oriented development and problem solving are the main components that should be used in policy making and Implementation should pay attention to it.

Conclusion: The implementation of the policy requires the coordinated action of the stakeholders in spatial and temporal scales, through the arrangement of a network of government levels, research institutes, operating organizations, etc., effective legal frameworks and arrangements. It requires a special institution. The cooperative strategy is a successful strategy due to the participation of all stakeholders and actors related to the problem. This cooperative strategy can be found in forest governance.
