Design and Validation of Policy Making Model with Open Government Approach

Abstract

Abstract

Objective: Open government is a new phenomenon that has attracted a lot of attention in recent years. Open government will play an important role in the future to make management more open and accountable, reduce costs and increase efficiency, strengthen the economic system, and equate social imbalances. Open government promotes transparency and participation to enable effective monitoring. Immediate and extensive disclosure of public data leads to an accountable and transparent government. This research was done in order to improve the effectiveness of the policy-making system in the country. The study states that the implementation of open government in the country is essential, and all public and private organizations can benefit from the consequences of open government. The purpose of this study is to design and validate the model of policymaking with the open government approach in higher education.

Methods: The research method is a descriptive survey. The research was done with qualitative and quantitative methods. In the qualitative part, 10 public administration experts of Sistan and Baluchistan University were selected by purposeful sampling method. The statistical population in the quantitative part includes faculty members and administrative staff of the University of Sistan and Baluchistan. The sample size of 279 people was determined by Cochran's formula and selected by stratified random sampling. After examining the theoretical foundations, the dimensions and components of open government and its antecedents and consequences were identified and the research model was designed. A questionnaire designed in the form of a Likert scale was used to validate the research model. Data were analyzed using structural equation modeling based on the partial least squares approach and SmartPLS software.

Results: Based on the research findings, the antecedents of open government in higher education include structural factors (information technology, policy making, technical and operational, financial and budget and organizational structure), behavioral factors (leadership and management, human resources, education, and organizational justice), and underlying factors (social-cultural, legal-law, political, and informational). The dimensions of open government include transparency, participation, cooperation, and open data, and the consequences of open government in higher education, including the dimensions of improving organizational accountability (organizational, legal, and professional), improving organizational performance (improving social performance, improving economic performance, and improving innovation), and reducing academic corruption (reducing data falsification, reducing fraud, and reducing violations).

Conclusion: The results of the research showed that the antecedents of open government have a positive and significant effect on the implementation of open government. The implementation of open government has a positive and significant effect on the consequences of open government. It was also found that, with a confidence level of 95%, the dimensions of open government have a positive and significant relationship with open government. Managers, policymakers and government employees can use the research results to improve the quality of decision-making and policy-making and to provide better public services. Also, researchers and activists who use open government information and data to create knowledge in different formats can benefit from the research results.
