شناسایی یک خط پی‎رنگ جدید در روایت‎های خط‎مشی عمومی با استفاده از چارچوب روایی خط‎مشی به‎منظور پیش‎بینی تغییرات خط‎مشی عمومی در ایران

چکیده
شناسایی عوامل ایجادکننده‎ی تغییر در فرایند خط‎مشی ،نقش به‎سزایی در تحقق فرایند خط‎مشی سالم دارد. چارچوب روایی خط‎مشی (NPF) به‎منظور  شناسایی عوامل ایجادکننده‎ی تغییرات در خط‎مشی، مفاهیم و ابزارهای تازه‎ای معرفی می‎کند. یکی از متغیرهای مهم در چارچوب روایی خط‎مشی، ساختار روایت‎های متولیان خط‎مشی از موضوعات خط‎مشی عمومی است. ساختار روایت دارای عناصری است که اصلی‎ترین آن پی‎رنگ است. خط پی‎رنگ نیز مجموعه‎ پی‎رنگ‎های منسجمی است که امکان دسته‎بندی و تفکیک روایت‎ها را به‎وجود می‎آورد. برای شناسایی خط پی‎رنگ‎های مربوط به روایت‎های خط‎مشی، یک پژوهش طولی 10 ساله (1391-1381) روی روایت‎های خط‎مشی، درخصوص موضوع هدفمندی یارانه‎ها انجام شده است. تحلیل روایت‎ها که با استفاده از الگوی تحلیل محتوای روایت هاولند انجام شده، نشان می‎دهد قضایای پژوهش مورد تأیید هستند. تحلیل روایتی، افزون‎‎بر شش پی‎رنگ معرفی‎شده، پی‎رنگ‎های دیگری را نیز آشکار کرده است. خط پی‎رنگ جدید معرفی‎شده به راویان خط‎مشی کمک می‎کند تا در هر مرحله از فرایند خط‎مشی، آگاهانه‎تر و بر اساس موقعیت و نیاز خط‎مشی به پی‎رنگ روایت‎هایشان شکل دهند.

چکیده English

Identification of the factors causing change in policy process plays an important role in implementing healthy policy process. Narrative policy framework introduces new concepts and tools to identify the factors causing policy change. One of the important variables in narrative policy framework is narrative structure. Narrative structure has so many elements which the main one is plot. Plot line is a series of coherent plots which allows you to sort and categorize the narratives. A longitude 10 year research (2002-2012) has been conducted on policy narratives with the subject of subsidy purposefulness in order to identify the plots of policy narratives. The analysis of narratives using the content analysis pattern of Howland indicates that research propositions have beenconfirmed. Narrative analysis has revealed some other plots in addition to six above-mentioned plots. This new plot helps policy narrators to form narrative plots with more awareness and based on context.
