The results from 49 Person-sample from the view point of experts, university scholars and influential for basic decision and improving their participation in stage of general policy, and Q-sorting, 14 factors determined grouping in public and private parts classified. Groupings are "policy making", "role less advisors", "conservatisms", "supportive", "legislative critic", "pessimist", "independent focus", "non-harmonic role makers", "motivation less", "opposite", "responsible" and "unidentified". Therefore the roles valued and same by participants of groups discovered and analyzed by Q method regarding the magnitude of factor load, the important role of participant the number of participant of the factor, and factors having big part of variation (%79) as new roles of think tanks in the field of general policies in this research. Also roles which are valued differently are considered as weak of think tanks in the field of general policies, the result are factor analysis and confirm the hypothesis of research.
