Administration of organizations in Iran generally is similar with one that uses old management techniques and organizational structures which its roots goes backs to the beginning of 20th century. The functional view and hydraulic structures have caused Iranians organizations with low productivity and cooperation. As result, they are involved with unreasonable and fluctuating level of quality, high finished cost and overheads. On the other hand, substantial and rapid changes in the today’s world, especially in the past two decades in the area of information technology and expert systems have caused major changes in the way of administration, management and organizational leadership. To overcome such difficulties related to the traditional view, improvement methods have been suggested in the management literature. This paper aim to evaluate effects of implementation of such methods on the organizational climate and job attitude from personnel point of view by using a standard questionnaire in a sample production organization. Findings shows that implementation of improvement methods had considerable effect on technical and administrative personnel but very little on the managerial staff.

Intention to Leave (ITL) is defined as employee voluntary tendency to terminate employment in his/ him organization. Indeed, this intention might not occur really, but its effects can be seen in forms of absence, lassitude, and sabotage. Identifying antecedents or drivers, is one of the ways to prevent ITL and its effects. Present research results in 187 employees of Payam-e-Noor University showed that perceived organizational support (PCV), psychological contract violation (PCV), distributive justice (DJ), job satisfaction (JS), and affective commitment (AC) have significant impacts on ITL; but procedural justice (PJ) didn’t showed significant relationship to ITL. Also, it can be attributed 54 percent of ITL variance to above mentioned factors. Finally, it is observed that JS and AC are two mediators in other factor relationship with ITL.

Since the evolution of Public administration as an academic and scientific discipline, different competitive approaches have come forward in this area. Public administration as a profession, a scientific field and a political process; or, public administration as an area totally distinguished from business management; and legal, political and administrative approaches towards public administration have resulted into accumulation of irrelevant theories and concepts in public administration realm, engulfing this subject into identity crisis. In order to emancipate this field from its present identity crisis various scholars of public administration have attempted to regularize and organizing the concepts and theories of this field. The present work is an investigation in theories and paradigms of public administration; and the writers have tried to study the evolutionary process of public administration from inception to its present situation. In this regard, the concepts and theories of public administration have categorized into three paradigms: Traditional Public Administration paradigm, New Public Management paradigm and finally the new paradigm of Good Governance. To be noted, in this typology, these paradigms have gradually come into being since ninetieth century in a chronicle order and after transformation, new paradigms have replaced the previous ones.

The goal of this study was to evaluate Word's in–service training of Takfa project (Development and Use of Information and Communication Technology Plan) via ministry of Jihade agricultural staff perspective. The methodological approach was Survey Research and the target population was one hundred (100) of staff in Jihad agricultural ministry who had attended in Word's in–service training program. Necessary information gathered via questionnaires. Dependent variable was Word's short-term effectiveness of Takfa project and independent variables were: gender, age, level of education, career, clear presentation of educational objectives and syllabuses, staff satisfied with educators, content, method and facility of education. The cronbach alpha average was 84 percent. The main results were as followed: results taken from computing correlation coefficient showed negative and statistically meaningful relation between the Word's short-term effectiveness of Takfa project and age, career. There was positive and statistically meaningful relation between the staff satisfied with educators, content and method of education with 99 percent of surety; Also, clear presentation of educational objectives and syllabuses with 95 percent of surety and Word's short-term effectiveness of Takfa project. Results taken from comparing mean, showed meaningful difference between the males and females groups attending in the Word's short-term effectiveness of Takfa project with 95 percent of surety.

With the advent of cyberspace and development of data and information, virtual cities were presented as new forms of city management in different layers and territories. Historic and Tourism virtual city are among eight types of virtual cities. In this article some guidelines were presented in order to design and manage them based on Tehran tourists' need assessment. Theoretical framework of this article is based on Dual globalization paradigm and use of Good Urban Governance theory. For using this theory at urban tourism area, its eight indexes were redefined and finally a three - levels table of hypothetical needs including intercity tourist, intercity tourist and international tourist, constructed. These hypothetical needs were tested by using survey method (online questionnaire). The results of this research, showed the priority needs of Tehran tourists based on which final guidelines for designing and management of Tehran historic tourism virtual city were presented.

The purpose of the present study was to determine the relationship between role clearness and occupational commitment of branch team managers in Tehran Agricultural Bank. Research questions were provided and developed considering role theory, existent resources toward role, present job description. The opinions of branch team managers in Tehran Agricultural Bank according to demographic variables like: sex, age, marital status, experience and education level were studied. This research was descriptive and correctional type in the side of research method and the side of goal was the kind of applied researches. Research population was 227 of branch team managers in Tehran Agricultural Bank districts in 1389 year. The method of sampling was “classified random sampling” sample size included 150 persons. For data gathering questionnaire of role clearness and questionnaire of occupational commitment were used. For data analysis, both descriptive and inferential statistics containing (Spearman correlation coefficient) were used and the conclusions and recommendations were extracted. Result: Findings indicate that there are significant relationships between role clearness and job commitment among of branch team managers in Tehran Agricultural Bank.

Several studies and researches have been conducted in the world since 1950 to assess and evaluate the media news credibility, and in this regard the researches tried to investigate the media news from different angles. The finding of any such researches and studies quite indicate that the credibility is a multidimensional construct and thus, a reliable and successful survey in this connection is fully dependent on a multidimensional approach towards the matter in question. The present research is going to answer to some basic questions with due regard to the latent variables of the credibility, and those basic questions are to include: What are those variables upon which the credibility of TV news program are to be assessed? Is there any meaningful relationship between those variables and media credibility? How do audiences perceive the credibility of TV news program? To achieve this, first, the principal dimensions of credibility have been determined. In the next step the author used the multistage sampling method and distributed 1013 questionnaire to collect the research data. Finally, by using “confirmatory factor analysis”, “multiple regressions” and “one sample t test”, the collected research data have been analyzed. All of findings in this research fully indicate of a meaningful relationship between the credibility and the message, source, audience and human factor of communication model characteristics.

Lack of public administration theory for Islamic Republic State in academic, administrative, Policy and decision making fields are felt. Why, it seems that between the State and public administration are common values. This paper seeks to investigate this issue. For this purpose, using comparative-historical analysis first, the historical relations and correspondence between state and public administration in the West and Iran were investigated. Second, The common values between the theories of state and public administration was extracted and modeled. Third, the relationship between state and public management in the West and Iran based on the values emphasized in both theories was explained. The results showed; first, there is correspondence between the theories of state and public administration. Second, theories of state and public administration in the West established for the problems, conditions and needs of its societies. Third, until the Constitutional Revolution and the transformation of state theory, has been correspondence between public administration and political system, But since then, especially with raising of religious rule on the one hand and democratic and legal governance on the other hand, proportionality between the state and public administration have been challenged. Accordingly, some of the challenges of public administration theory appropriate for the Islamic Republic state have been mentioned.
