واکاوی ابعاد اشتیاق کارکنان و عوامل برانگیختن آن در پرتو رهنمودهای قرآنی
هدف: اشتیاق کارکنان در سالهای اخیر به موضوعی داغ تبدیل شده و یکی از پنج دغدغه مهم پیش روی مدیریت منابع انسانی محسوب میشود. برانگیختن انسان در مسیر صحیح و متناسب با فطرت و فلسفه آفرینش، زمینه بهرهمندی وی از نعمتهای دنیوی و اخروی را با هم فراهم میکند. هدف این مطالعه، تبیین مفهوم اشتیاق کارکنان و بررسی ریشههای پیدایش و برانگیختن آن بر اساس رهنمودهای قرآنی است.
روش: با استفاده از روش کیفی تحلیل مضمون و با بهرهگیری از نسخه 11 نرمافزار MAXQDA تفسیر 5 جلدی نمونه و 20 جلدی المیزان در نرمافزار نور مرور و شناسهگذاری شد.
یافتهها: در این زمینه بیش از 493 مضمون اولیه شناسایی شد که پس از پالایش نهایی، به 120 مضمون تقلیل یافت. مضامین اولیه در قالب 43 مضمون اصلی و پس از آن، در قالب 12 مضمون سازماندهنده، طبقهبندی شدند. 12 مضمون سازماندهنده نیز در قالب سه مضمون فراگیر اشتیاق فردی، اشتیاق سازمانی و عوامل زمینهای اشتیاق دستهبندی شدند.
نتیجهگیری: لازمه اشتیاق کارکنان از منظر قرآن، توجه ویژه به فطرت و سرشت انسان در جهت تعالی خود فردی است که مدیران حوزه منابع انسانی باید به آن توجه ویژهای کرده و فرهنگ اسلامی را در سازمان خود پیادهسازی کنند. تعریف کار، منطبق بر اصول و باورهای قرآنی، سرشت انسان، وجدان اسلامی و تعلقات قلبی کارکنان، به شکلگیری اشتیاق کارکنان منجر شده و زمینه رشد و تعالی سازمان و کارکنان را همزمان فراهم میآورد.

تأثیر ابهام هدف سازمانی بر روحیه کاری کارکنان در سازمانهای خدمات عمومی به تفکیک مأموریت سازمانی و ویژگیهای فردی
هدف: بر اساس بررسیهای انجام شده، ابهام هدف سازمانی در سازمانهای دولتی بسیار بیشتر از سایر سازمانهاست. هدف پژوهش حاضر، بررسی تأثیر ابهام هدف سازمانی بر روحیه کاری کارکنان در سازمانهای خدمات عمومی استان یزد، به تفکیک مأموریت سازمانی و ویژگیهای فردی است. روش: برای جمعآوری دادههای پژوهش با استفاده از پرسشنامههای استاندارد روحیه کاری پیافاس و ابهام هدف سازمانی رینی، یک پرسشنامه بومی طراحی شد. جامعه آماری پژوهش 79 سازمان خدمات عمومی استان یزد بودند که بر اساس فرمول کوکران 380 نفر از بین کارکنان به روش نمونهگیری طبقهای سیستماتیک انتخاب شدند. برای سنجش روایی سازه، از روش بارهای عاملی متقابل و همبستگی متغیرهای مشاهدهپذیر و متغیرهای پنهان استفاده شد. دادههای پژوهش نیز در نرمافزارهای SPSS و Smart PLS تحلیل شدند. یافتهها: نتایج نشان داد که ابهام هدف سازمانی، روحیه کارکنانی را که سطح تحصیلی کمتر از دیپلم دارند، کاهش میدهد و از طرفی، موجب میشود که روحیه زنان کارمند، کارکنان با سطح تحصیلات تکمیلی، کارکنان با تجربه کاری کمتر از 5 سال و بیش از 15 سال و کارکنان کمتر از 30 سال و بیشتر از 40 سال افزایش یابد؛ اما در سایر گروهها تأثیری نمیگذارد. بهعلاوه ابهام هدف سازمانی، روحیه کارکنان در گروه بانکها و بیمهها را افزایش میدهد؛ اما در سایر گروههای سازمانی تأثیر معناداری ندارد. نتیجهگیری: نتایج پژوهش بر این موضوع تأکید دارد که استفاده از ابهام هدف به شرط توجه به ویژگیهای فردی و مأموریت سازمانی، روحیه کارکنان را افزایش میدهد.

چارچوب بهبود پاسخگویی شرکتهای دولتی ایران
هدف: این پژوهش با هدف ارائه چارچوب بهبود پاسخگویی شرکتهای دولتی اجرا شده است. با توجه به اهمیت وجود نظام پاسخگویی شرکتی در ارزیابی نحوه مدیریت منابع اقتصادی، در دنیای امروز به جنبههای مالی و عملیاتی عملکرد توجه میشود تا ضمن ممانعت از بروز عدم تقارن اطلاعاتی، امکان ارزیابی عملکرد مدیریت در تحقق اهداف شرکت و تأمین منافع ذینفعان فراهم شود. روش: با استفاده از روش کیفی، وضع موجود پاسخگویی شرکتهای دولتی ایران و تجارب کشورهای منتخب بررسی شد و خلاصه آن در اختیار خبرگان قرار گرفت و از طریق مصاحبه نیمهساختاریافته برای پاسخ به پرسشهای پژوهش از آنان نظرخواهی شد. جامعه آماری پژوهش، خبرگان حرفهای و دانشگاهی با دانش مالی و تجربه اجرایی بودند و در این میان با 16 نفر مصاحبه به عمل آمد. یافتهها: پس از تحلیل مصاحبههای انجام شده، عناصر مرتبط با پاسخگویی شرکتهای دولتی شناسایی و کدگذاری شدند. بر اساس عناصر اصلی، چارچوبی با 9 عنوان شامل 1. افشای اطلاعات؛ 2. بودجه و مدیریت مالی دولتی؛ 3. ارتباط با ذینفعان؛ 4. سیاستهای جبران خدمات؛ 5. مسئولیت پاسخگویی قانونی؛ 6. گزارشگریهای هیئت مدیره؛ 7. نقش و مسئولیت کمیتههای هیئت مدیره؛ 8. تدوین شاخصهای مقداری ارزیابی عملکرد؛ 9. تدوین شاخصهای نسبی ارزیابی عملکرد و 55 عنصر فرعی به دست آمد. نتیجهگیری: به سیاستگذاران توصیه میشود که با استفاده از یافتههای این پژوهش، هنگام تدوین ضوابط پاسخگویی شرکتهای دولتی، ملاحظهها و اقدامهای مربوط برای بهبود پاسخگویی شرکتهای دولتی را فراهم کنند. این عناصر استانداردها، کنترلها و مسئولیتهایی را مطرح میکنند که به بهبود پاسخگویی شرکتهای دولتی ایران میانجامد.

هدف: این پژوهش قصد دارد تأثیر رهبری خدمتگزار را بر رفتار کاری نوآورانه بررسی کرده و نقشی را که انگیزه خدمت عمومی و مهارت سیاسی بهعنوان میانجی و تعدیلگر در رابطه بین این دو متغیر ایفا میکنند، آشکار کند. روش: در این پژوهش توصیفی جامعه آماری متشکل از کارکنان متخصص شاغل در سطوح استانی سازمانهای دولتی در سراسر ایران است. با توجه به اینکه حجم نمونه 384 نفر است، در مجموع 480 پرسشنامه بین پاسخگویانی که به روش نمونهگیری خوشهای دومرحلهای انتخاب شدند، توزیع شده و 395 پرسشنامه جمعوریآآوری شد. ابزار سنجش این پژوهش چهار پرسشنامه استاندارد بودند که روایی و پایایی آنها در آزمونهای انجامشده به تأیید رسید. یافتهها: نتایج مدلیابی معادلههای ساختاری نشان داد که رهبری خدمتگزار بر انگیزه خدمت عمومی و رفتار کاری نوآورانه اثر مثبت و مستقیم دارد. بهعلاوه، نقش انگیزه خدمت عمومی بهعنوان میانجی و نقش مهارت سیاسی بهعنوان تعدیلگر، در رابطه بین رهبری خدمتگزار و رفتار کاری نوآورانه به تأیید رسید. نتیجهگیری: این پژوهش علاوه بر برخی نوآوری در توسعه تئوری، برای بخش دولتی ایران برخی دستاوردهای کاربردی دارد. از جنبه کاربردی، این پژوهش، شناختی از وضعیت متغیرهای پژوهش و روابط بین آنها ارائه کرده است که میتوان آن را مبنای برنامهریزی مدیران سطح عالی برای افزایش سطح رفتار کاری نوآورانه کارکنان در سازمانهای دولتی ایران قرار داد. مبتنی بر یافتهها، در این برنامهریزی باید بهصورت همزمان ارتقای سطح مهارت سیاسی کارکنان و افزایش سطح اجرای مؤلفههای رهبری خدمتگزار توسط مدیران مد نظر باشد.

تببین فرایند شکلگیری قابلیت شبکهای در سازمانهای دولتی فعال در پنجره واحد تجاری ایران با استفاده از نظریه دادهبنیاد
هدف: در عصر حاضر، شبکهسازی و همکاری بین سازمانهای دولتی، عامل مهمی برای ارائه خدمات یکپارچه است که در واقع باعث میشود که ارزش عمومی و طراحی سرویس از دیدگاه شهروندان ایجاد شود. برای این منظور، سازمانهای دولتی به قابلیت جدیدی با عنوان قابلیت شبکهای نیاز دارند. هدف این پژوهش، مدلسازی فرایند شکلگیری قابلیت شبکهای در سازمانهای دولتی فعال در پنجره واحد تجاری ایران است. روش: در اجرای این پژوهش کیفی، از نظریه برخاسته از داده با روش اشتراوس و کوربین استفاده شده و بهمنظور تحلیل دادههای بهدستآمده از مصاحبهها، مستندها و صورتجلسههای پروژه پنجره واحد تجاری، کدگذاری سهمرحلهای باز، محوری و انتخابی انجام شده است. یافتهها: در این پژوهش برای شکلگیری قابلیت شبکهای 35 مفهوم، 13 مقوله فرعی و 6 مقوله اصلی شناسایی شدند که در 5 سطح تحلیل، شامل سطوح شبکه، محیط، بین سازمانی، تکنولوژیکی و سازمانی دستهبندی شدهاند. در انتها، 5 گام اجرایی برای شکلگیری قابلیت شبکهای و 6 فرضیه اصلی و 12 فرضیه فرعی برای اجرای پژوهشهای آتی پیشنهاد شد. نتیجهگیری: مدل نظری پیشنهادی نشان میدهد که انگیزههای درونی و بیرونی شرایط علّی ایجاد قابلیت شبکهای بوده و ابعاد توسعه قابلیت شبکهای در سازمانهای دولتی نیز هم دربردانده قابلیتهای درونی و هم قابلیتهای بین سازمانی هستند. شرایط محیطی دور و نزدیک جزء شرایط زمینهای اثرگذار بر توسعه قابلیت شبکهای بوده است. همچنین ویژگی حاکمیت شبکه و معماری فناوری اطلاعات شبکه جزء شرایط مداخلهگر مؤثر بر توسعه قابلیت شبکهای است. بر اساس مدل نظری پیشنهادی، در سطح بلوغ سازمانهای ایرانی، سازوکارها عبارتاند از ادغام و تعاملپذیری پویا و راهبردها نیز عبارتاند از ارتباطها و همکاری. در نهایت پیامدهای حاصل از توسعه قابلیت شبکهای سازمان شامل ایجاد مزایا برای شهروندان، سازمانها و متولیان شبکه هستند.

ارائه مدل سبک رهبری زنان در پستهای مدیریتی بخش عمومی با تأکید بر نقش فرهنگ ملی
هدف: این اواخر، حضور زنان در ردههای مدیریت چشمگیرتر شده است که موضوعهای بسیاری را بههمراه داشته است. یکی از موضوعهای بسیار مهمی که در ردههای مدیریتی به چشم میخورد، سبک رهبری زنان است. روش: در این پژوهش، فلسفه پژوهش فمینیستی، رویکرد پژوهش استقرایی ـ قیاسی، راهبرد پژوهش نظریه دادهبنیاد و نسخه گلدکل و کرونهلم انتخاب شده و روش گردآوری اطلاعات مصاحبههای نیمه ساختاریافته بوده است. بدین منظور از جامعه پژوهشی که شامل تمامی زنان مدیری بودند که در بخش دولتی در پستهای مدیر کل به بالا پس از انقلاب مسئولیت بر عهده داشتند، نمونهگیری نظری صورت گرفت و از این طریق، با 35 نفر از زنان مصاحبههایی انجام شده است. یافتهها: نتایج پژوهش نشان میدهد که مدل سبک رهبری زنان، سبک رهبری مادرانه است که عواملی مانند زمینههای فرهنگی، بسترهای حمایتی، موانع ارتباطی و ساختاری در آن تأثیرگذار است و در نهایت به پیامدهای اجتماعی و سازمانی متعددی منجر میشود. نتیجهگیری: در جمعبندی کلی میتوان گفت که رهبران زن بهدلیل نقشهایی همچون مادر، زن و دختر دارای هویت اجتماعی میشوند که این هویت روی تعریف آنها از خود و محیط اجتماعی که با دیگران در ارتباط هستند، تأثیر میگذارد. بنابراین زنان در مدیریتکردن و رهبری سازمانها از این ویژگی که هم فرهنگ مردسالار آن را ستایش میکند و هم به رسمیت شناختهترین ویژگی زنانه طی تاریخ است، استفاده کنند.

هدف: اصلاحات فناوریمحور با تأکید بر جامعه دیجیتالی، بهویژه در بخش دولتی، در دستور کار اغلب کشورها قرار گرفته و به موضوع جدیدی برای بحث دولتهای امروزی بدل شده است. مدل حکومت باز با تکیه بر داده باز، از جمله مدلهای نوین برای پیادهسازی اصلاحات فناوریمحور است. دادهها بهمثابه نیروی محرک برای دولت ارزش ایجاد میکنند؛ اما این ارزش افزوده بدون مشارکت، همکاری و در اختیار قرار دادن اطلاعات به مردم، محقق نمیشود و این همان تحول از سیستم بسته بهسمت سیستم باز است. بنابراین، هدف این پژوهش طراحی الگوی عوامل پیشران برای کاربست مدل حکومت باز است. روش: این پژوهش بنیادی محسوب میشود و روش اجرای پژوهش، کیفی و از نوع تحلیل مضمون است. روش گردآوری دادهها و اطلاعات، روش کتابخانهای بوده و با ابزار فیشبرداری اجرا شده است. همچنین ضمن مصاحبه با خبرگان دانشگاهی و اجرایی صاحب نظر در زمینه موضوع مطالعه، تلاش شده است که دادههای مکمل، جمعآوری و تحلیل شوند. این مصاحبهها بهصورت هدفمند با 16 خبره دانشگاهی و اجرایی متخصص در زمینه موضوع انجام شدند. یافتهها: در بخش کیفی پژوهش با کدگذاری باز و محوری دادههای بهدستآمده از مصاحبه، عوامل پیشران کاربست حکومت باز شناسایی و اولویتبندی شدند. در بخش کمّی نیز، استادان خبره دانشگاهی مدل کیفی پژوهش را با استفاده از ابزار پرسشنامه و بهکمک روشهای CVR و CVI تأیید کردند. نتیجهگیری: در کدگذاری باز، 88 کد اولیه از مصاحبه با خبرگان استخراج شدند که در نهایت این شبکه مضامین در پنج مضمون اصلی دستهبندی شدند. اولویت این مضامین از دیدگاه خبرگان (در بخش کیفی پژوهش) برای کاربست حکومت باز بهترتیب عبارتاند از اجرایی شدن قانون دسترسی آزاد به اطلاعات، داده حاکمیتی باز، استفاده از فناوری، بهرهگیری از دادههای حکومتی و فناوری برای اجرایی کردن برنامههای دولت بهمثابه پلتفرم و در نهایت، دسترسی به شفافیت واقعی.
