واکاوی و تحلیل مفهوم خطمشی عمومی: ماهیت، صفات و غایت
هدف: فهم ماهیت و جوهره «خطمشی عمومی»، به سهولتِ تشخیص مصادیق آن نیست. عبارت «خطمشی عمومی»، نه تنها در کلام اتخاذکنندگان خطمشی عمومی رواج دارد، بلکه بین اعضای جامعه علمی نیز بیدقت و با تسامح معناییِ بسیار استفاده میشود. با این حال، واضح است که فهم جوهره این مفهوم، مقدمه اجتنابناپذیری برای ورود به علوم گوناگون خطمشی همچون فرایند خطمشی عمومی، تحلیل خطمشی عمومی و ارزشیابی خطمشی عمومی است. نوشتار حاضر، گزارشی است از پژوهشی تحلیلی ـ تفسیری که با هدف فهم و تبیین جوهره «خطمشی عمومی» اجرا شده است. روش: نگارندگان این پژوهش کوشیدهاند که مهمترین تعریفهای ارائه شده برای اصطلاح «خطمشی عمومی» در ادبیات را گردآوری کنند و با روش «تحلیل مضمون» به تجزیه و تحلیل و واکاوی معنایی آنها بپردازند. یافتهها: حاصل این کار، ساماندهی به مفاهیم مطرح شده در تعریفهای گوناگون «خطمشی عمومی»، در سه شاخه ماهیت، صفات و غایت خطمشی عمومی بود و کوشش شد بر اساس این طبقهبندی سه شاخهای، دو تعریف از خطمشی عمومی از دو دیدگاه «مخاطب خطمشی» و «تحلیلگر خطمشی» ارائه شود که مجموع اشتراک تعاریف و متمایزکننده تفاوتهای اساسی است. نتیجهگیری: خطمشی عمومی از دیدگاه مخاطب خطمشی میتواند اینگونه تعریف شود: «منطق عملی نسبتاً پایدار از مجموعه تصمیمات، قوانین، مواضع و اقدامات به هم مرتبطِ یک یا مجموعهای از بازیگرهای قابل انتساب به حکومت، در قبال مسئله یا امر نگرانکننده قابل انتزاع است»؛ در حالی که خطمشی عمومی از دیدگاه تحلیلگر خطمشی را میتوان اینگونه تعریف کرد: «سلسلهای از تصمیمات، قوانین، مواضع و اقدامات به هم مرتبط که بازیگر خطمشی در قبال مسئله یا امر نگرانکننده، بهمنظور تخصیص مطلوب ارزشها در جامعه اتّخاذ میکند».

درک نقش ارزشهای فردی و اجتماعی مدیران در اجرای خطمشیهای مصوب در سازمانهای دولتی ایران
هدف: یکی از مباحث مهم مدیریت دولتی، چگونگی اجرای خطمشیها و تصمیمهای سیاستگذاران، توسط مدیران و کارکنان دولتی است، مسئلهای که توجه بسیاری از پژوهشگران عرصه اداره امور عمومی را به خود جلب کرده است. هدف این پژوهش، شناخت ارزشهای اجتماعی و فردی مدیران دولتی است که بر اجرای خطمشیهای مصوب سیاستگذاران تأثیرگذار است. روش: در این پژوهش با 20 تن از مدیران میانی که بهصورت هدفمند انتخاب شده بودند، در پنج سازمان دولتی مصاحبههای نیمهساختاریافته انجام شد. پرسشهای مصاحبه که از ادبیات پژوهش طراحی و استخراج شده بود، به دو گروه ارزشهای اجتماعی و فردی تفکیک شده و در فضایی مناسب با مصاحبهشوندگان در میان گذاشته شد. تحلیل مصاحبهها با استفاده از روش تحلیل تِم صورت گرفت. یافتهها: یافتههای پژوهش در بعد ارزشهای اجتماعی عبارتاند از خیرخواهی، همدردی و دلسوزی، تعهد به نفع جامعه، فداکاری، آگاهیبخشی و خدمتگزاری و در بعد ارزشهای فردی عبارتاند از توفیقطلبی، وظیفهشناسی، تکریم ارباب رجوع، انعطافپذیری، شهروندی سازمانی، عدالت و انصاف در ارائه خدمات، مذهبی و تربیتی، اقتصادی و منفعتطلبانه، حرفهگرایی و قانونگرایی. نتیجهگیری: این پژوهش، بهدنبال ایجاد ارزشهای اخلاقی، کدهای رفتاری و اخلاقی یا ایدهآلهای ارزشی بخش دولتی نبوده، بلکه چیزی را مطالعه کرده که در واقعیت توسط مستخدمان و مدیران دولتی استفاده میشد و بر تصمیمها، رفتار و عملکرد آنها اثرگذار بوده است. در پایان، برای پژوهشهای آتی بحث و پیشنهادهایی ارائه میشود.

تواضع درونسازمانی: شایستگی محوری در رهبری سازمانهای عصرجدید
هدف: تواضع جزء فضیلتهای بنیادینی است که در اغلب متون فلسفی، دینی و علمی به آن اشاره شده و اخیراً بهعنوان مادر فضائل، در مطالعات سازمان و مدیریت نیز جایگاه خاصی کسب کرده است. این پژوهش بهمنظور شناخت مفهوم تواضع در محتوای سازمان و مدیریت اجرا شده است. روش: برای شناخت مفهوم از رویکرد آمیخته اکتشافی و استراتژی پژوهشی دادهبنیاد (GT) استفاده شد و برای تأیید شاخصهای آن، استراتژی پیمایش مد نظر قرار گرفت. برای رسیدن به این هدف با 12 نفر از مدیران منابع انسانی شاغل در بانکهای کشور مصاحبه شده و از طریق فن کدگذاری به تحلیل و شناسایی مفاهیم اصلی و دستهبندی آنها اقدام شده است. یافتهها: پدیده تواضع سازمانی در سه بعد اصلی شناختی ناظر به هستیشناسی دانشی، عاطفی ناظر به معرفتشناسی نگرشی و رفتاری ناظر به روششناسی عملگرایی مدلسازی و ارائه شد. مدل پژوهش از طریق استراتژی پیمایش و با ارائه ابزار پرسشنامه به 200 نفر از کارکنان بانکی و تحلیل دادههای گردآوریشده از طریق تحلیل عاملی تأییدی نیز بررسی شد. نتیجهگیری: نتایج بهدستآمده، ضمن تأیید اعتبار ابزار نشان داد که فهم مدیران بانکی از پدیده تواضع بهوسیله نظریههای حمایتی و نظریه در عمل پشتیبانی میشود، اما موانع معرفتی و محتوایی مانع استفاده حداکثری از این شایستگی شده است.

اثر سرمایه ساختاری بر کاهش فساد اداری با نقش میانجی انگیزههای فردی ارتکاب فساد (مطالعه موردی: سازمانهای دولتی استان کرمان)
هدف: مبارزه با فساد اداری و کاهش آن، دغدغه همیشگی حکمرانان بوده که برای دستیابی به این هدف از ابزارهای مختلفی بهره گرفته شده است. با اینکه اغلب راه حلها بر مبارزه با معلول و کنترل پسنگر متمرکزند، رویکردهای نوین بر طراحی سیستمها، قوانین و مقررات پیشنگر که به سرمایه ساختاری معروفاند، تأکید میکنند. این پژوهش به بررسی تأثیر سرمایه ساختاری بر کاهش فساد اداری با نقش میانجی انگیزههای فردی در ادارههای دولتی استان کرمان میپردازد. روش: پژوهش حاضر از نظر هدف، پژوهشی کاربردی است که در زمره پژوهشهای توصیفی پیمایشی قرار میگیرد، از نظر فلسفه پژوهشی قیاسی است که بر مبنای پارادایم اثباتگرایی انجام شده و از نظر شاخص زمانی از پژوهشهای مقطعی بهشمار میآید. متغیرهای پژوهش بهکمک پرسشنامههای سرمایه ساختاری بچینی (2015)، فساد اداری افضلی (1390) و انگیزههای فردی همدمی خطبهسرا (1383) سنجیده شده و برای تحلیل دادههای پژوهش از مدلسازی معادلات ساختاری و نرمافزار PLS استفاده شده است. جامعه آماری پژوهش 1817 نفر از کارکنان ستادی ادارههای کل استان کرمان است که بر اساس جدول مورگان از میان آنها نمونهای به حجم 317 نفر به روش تصادفی طبقهای انتخاب شد. یافتهها: یافتههای پژوهش نشان میدهد سرمایه ساختاری بر کاهش فساد اداری و انگیزههای فردی ارتکاب فساد، تأثیر مثبت و معناداری دارد. نتیجهگیری: نتایج پژوهش نشان میدهد که سرمایه ساختاری هم بهصورت مستقیم و هم از طریق انگیزههای فردی بر کاهش فساد اداری در دستگاههای دولتی تأثیر میگذارد.

ارائه مدل انتخاب کارکنان مستعد در سازمانهای دولتی
هدف: سیستم انتخاب شامل روشهایی است که در آن تصمیمگیرندگان تلاش میکنند با پردازش اطلاعاتی، کسی را انتخاب کنند که ویژگیهایش موجب بالاترین احتمال موفقیت در شغل میشود. هدف از این تحقیق کیفی ارائه مدل انتخاب کارکنان مستعد در سازمانهای دولتی (دانشگاهها و مؤسسههای آموزش عالی) شهر تهران است. روش: برای استخراج مؤلفههای اصلی انتخاب کارکنان مستعد از مصاحبه نیمهساختاریافته استفاده شده و با 18 نفر از خبرگان جذب و استخدام در حوزه آموزش عالی مصاحبههای عمیقی انجام شده است. افراد مورد مطالعه این تحقیق را خبرگان جذب و استخدام در حوزه آموزش عالی تشکیل دادند که مشارکتکنندگان با استفاده از روش نمونهگیری هدفمند از نوع نمونهگیری نظری انتخاب شدند. یافتهها: در این تحقیق با استفاده از روش دادهبنیاد کوربین و استراوس در مرحله کدگذاری باز 15 مقوله و 47 مفهوم استخراج شد. در مرحله کدگذاری محوری بر اساس مفاهیم مقوله محوری، شرایط علی، راهبرد، بستر، شرایط مداخلهگر و پیامدها، مدل پارادایمی ارائه شد و در مرحله کدگذاری انتخابی مدل نظری برخاسته از یافتههای تحقیق معرفی و تشریح شد. نتیجهگیری: برای انتخاب کارکنان مستعد، پیشنهاد میشود به نیازهای استخدامی سازمان با کیفیت مطلوب، در زمان مناسب و با هزینه معقول و اقتصادی توجه شده و انتخاب یک فرد به یک رابطه برد برد منجر شود، به این معنا که هم نیازهای سازمان را به بهترین نحو ممکن تأمین کند و هم با نیازها و خواستههای کارکنان همراه و منطبق بوده و بهترین تناسب ممکن بین شخص و شغل برقرار شود.

طراحی مدل ارزیابی خودگردانی محلی در سطح استانهای جمهوری اسلامی ایران
هدف: تمرکزگرایی و سازماندهی نامتراکم استانها بهدلیل گستردگی کشور، تنوع قومی و مذهبی و حجم زیاد خدمات عمومی، جمهوری اسلامی ایران را با کاهش بهرهوری، تضعیف حاکمیت محلی و اشاعه ملیگرایی قومی و مذهبی مواجه است. هدف از اجرای این پژوهش، شناسایی شاخصهای حکومت خودگردان محلی، بهعنوان یکی از انواع حکومتهای محلی نامترکز است. روش: مدل این پژوهش با استفاده از روش آمیخته طراحی شده است. بهدلیل کامل نبودن پژوهشهای پیشین و همچنین موقعیت متفاوت ایران از نظر تنشهای قومی و اقلیمی، موقعیت جغرافیایی ـ سیاسی و اقتصاد دولتی، در مرحله اول، طراحی الگوی ارزیابی خودگردانی محلی با استفاده از روش تحلیل محتوای جهتدار و مصاحبه با 16 خبره، انجام گرفت. در ادامه از طریق مدلسازی معادلات ساختاری، الگوی اولیه آزمون شد. یافتهها: پس از تحلیل نتیجۀ مصاحبهها، عناصر هویت قانونی، مردمسالاری، وظایف حکومتی، اختیارات تصمیمگیری و سازمانهای عمومی، از 567 کد اولیه، 150 مفهوم و 22 مقوله استخراج شدند. همچنین نتیجه آزمون کمی الگوی اولیه، حکایت از تأیید کلیه مقولهها و مفهومهای مدل غیر از مقوله تحزبگرایی داشت. در نهایت به ارزیابی وضعیت خودگردانی استانها از طریق این مدل، پرداخته شد. نتیجهگیری: از آنجا که تاکنون مدلی برای ارزیابی خودگردانی استانها طراحی نشده است، نتایج این پژوهش میتواند برای تمرکززدایی استانها استفاده شود. نتایج نشان داد که استانهای تهران، خراسان رضوی و اصفهان، در خودگردانی وضعیت بهتری دارند، در مقابل استانهای سیستان و بلوچستان، کردستان، لرستان، ایلام و خراسانهای شمالی و جنوبی، وضعیت مطلوبی در خودگردانی ندارند که میتواند شکاف توسعهای میان این استانها را افزایش دهد.

نقش میانجی سکوتگرایی اجتنابی در رابطه میان جو مدیریت خطا و رفتار یادگیری با عملکرد فردی
هدف: برای دستیابی به سازمانی که حداقل خطا را داشته باشد، میتوان با بهکارگیری نظریه مدیریت خطا و ایجاد جو مناسب مدیریت خطا، خطاهای سازمانی را کاهش داد و عملکرد و رفتارهای یادگیری را بهبود بخشید. به همین دلیل هدف اساسی پژوهش حاضر، بررسی این اثر در سازمانهای بهداشت و درمان است. روش: پژوهش حاضر به لحاظ هدف، کاربردی و از نظر روش اجرا، پیمایشی است. جامعه آماری آن شامل 1800 پرستار از دو بیمارستان قائم (عج) و امام رضا (ع) در مشهد است. حداقل حجم نمونه 467 نفر تعیین شد. از این رو 500 پرسشنامه در اختیار پرستاران این دو سازمان قرار گرفت و در نهایت 474 پرسشنامه جمعآوری شد. بهمنظور تجزیهوتحلیل دادهها از مدلیابی معادله ساختاری برای بررسی برازش الگوی معادله ساختاری استفاده شده است. یافتهها: یافتههای پژوهش نشان میدهد جو مدیریت خطا بر رفتار یادگیری و عملکرد فردی تأثیر مثبت و سکوتگرایی اجتنابی اثر منفی و معناداری میگذارد. از یافتههای دیگر، تأثیر منفی سکوتگرایی اجتنابی بر رفتار یادگیری و عملکرد فردی است. همچنین، یافتهها بر نقش واسط سکوتگرایی اجتنابی تأکید دارند. نتیجهگیری: مدیران و سرپرستان واحدهای گوناگون سازمانهای بهداشت و سلامت، باید بپذیرند که وجود خطا در سازمانها اجتنابناپذیر است، اما برای کاهش آن باید بر تسهیم دانش و یادگیری از خطاهای گذشته تمرکز کنند. آنها میتوانند با ایجاد جوّ مناسب مدیریت خطا از طریق مشوقهای مادی و غیرمادی، نظارت بهموقع، تجزیهوتحلیل عمیق و ارتباطات باز و مطالبه بازخورد، بستر کشف خطاهای گوناگون را فراهم آورده و از بروز سکوتگرایی اجتنابی میان کارکنان جلوگیری کنند.
