ارائه مدلی جامع از مشارکت خبرگان و تشکلهای مردمنهاد در مدیریت عملکرد بخش عمومی
هدف: حکمرانی مشارکتی، بدون توجه به مقولههای مشترک زمینهای آن به سختی اتفاق خواهد افتاد. این مطالعه تلاش دارد با واکاوی وضعیت موجود، به تبیین پیشزمینهها و چالشهای مشارکت خبرگانی کمک کند و با ایجاد تصویری جامع از متغیرهای مؤثر بر این مشارکت، زمینه تحقق اقدامات متعالی در حوزه مشارکت خبرگانی را فراهم سازد.
روش: روش پژوهش، کیفی و وضعیت موجود با رویکرد گلیزری از راهبرد نظریه دادهبنیاد، مدلسازی شده است. با 21 نفر از ارزیابان، مدیران ارزیابی و خبرگانی که در فرآیند مدیریت عملکرد سازمانهای دولتی مشارکت غیررسمی داشتهاند، مصاحبه نیمهساختاریافته انجام و دادهها، کدگذاری و بر اساس خانواده کدهای ششسی، مدلسازی شد.
یافتهها: از تحلیل مصاحبهها، 388 کد، 81 مفهوم و 24 مقوله ظهور یافت. «عدم مشارکت خبرگان و تشکلهای مردمنهاد»، بهمنزله پدیده محوری معرفی شد و مقولههای «فقدان زیرساخت مشارکت»، «بیاعتمادی به اثربخشی»، «تعارض منافع خبرگان» و «نخوت بوروکراسی» به-منزله علل، «ضعف سازههای مشارکت»، «تعارض منافع بوروکراتها» و «نهفتگی اداره» به منزله تغییرات همگام، «ریشههای عدم مشارکت»، «انقباض سیاسی» و «جاذبه نماد» به منزله زمینه، «عدم توسعه شبکه خبرگانی»، «پیچیدگی عملیات دولت» و «عدم یکپارچگی در حکمرانی» به منزله شرایط، «خلاء خبرگی»، «روزمرگی بوروکراتیک»، «نگرش جزیرهای به ارزیابی»، «عدم پاسخگویی مدیران» و «خلاء مشارکت اجتماعی» به منزله اقتضائات، «چالش اثربخشی»، «شکاف تحلیلگران و مجریان خطمشی»، «نابینایی اداری»، «آنتروپی اداری» و «عدم توانمندی خبرگان» به منزله پیامدهای عدم مشارکت خبرگان و تشکلهای مردمنهاد معرفی شدند.
نتیجهگیری: در این پژوهش با تحلیل مؤلفههای مؤثر، وضعیت موجود مشارکت خبرگان و تشکلهای مردمنهاد در مدیریت عملکرد بخش عمومی از نگاه سه مجموعه خبره و مطلع نسبت به فرآیند مدیریت عملکرد دستگاههای اجرایی کشور، واکاوی و در قالب مدل مقاله ارائه شده است. راهکارهای پیشنهادی نگارندگان براساس مقولههای احصا شده، میتواند زمینهساز ارتقاء سطح مشارکت خبرگان و تشکلهای مردمنهاد در مدیریت عملکرد بخش عمومی باشد.

طراحی چارچوب شایستگی کارکنان مبتنی بر راهبردهای سازمان (مورد مطالعه معاونت برق وزارت نیرو)
هدف: هدف این پژوهش که در حیطه پژوهش کاربردی قرار دارد، طراحی چارچوب شایستگی کارکنان ستادی معاونت برق وزارت نیرو است.
روش: این پژوهش از نظر هدف و از نظر چگونگی گردآوری دادهها، در گروه «پژوهش آمیخته» طبقه بندی میشود. جامعه آماری پژوهش شامل خبرگان صنعت برق کشور بوده است. بمنظور شناسایی قابلیتهای سازمانی مرتبط با 12 راهبرد وزارت نیرو در حوزه برق و انرژیهای تجدیدپذیر، مصاحبههای نیمهساختاریافته طراحی و اجرا گردید. پس از تجزیه و تحلیل مصاحبه با تکنیکهای تحلیل تِم و شناسایی قابلیتهای سازمانی، ارتباطات آنها با استفاده از مدل ساختاری- تفسیری (ISM) تعیین شد. برای تعیین شایستگیهای فردی مرتبط با هر یک از قابلیتها، نظرات خبرگان در قالب ماتریسهای مقایسه زوجی جمع آوری و با استفاده از مدل تصمیمگیریهای چند معیاره فازی (FAHP) تجزیه و تحلیل گردید.
یافتهها: از بررسی و استقرای کُدهای حاصل از تحلیل مصاحبهها، 20 تِم فرعی و 6 تِم اصلی شامل قابلیت های سازمانی: «مدیریت عرضه و تقاضای برق»، «تامین تجهیزات و فناوری»، «توسعه بازار انرژی، کالا و خدمات»، «بهبود اقتصاد برق»، «ارتقای بهرهوری» و «تولید انرژی پاک»؛ شناسایی شد. همچنین از تحلیل ماتریسهای مقایسه زوجی تعداد 23 شایستگی فردی مرتبط با هر قابلیت تعیین گردید.
نتیجهگیری: بررسی ارتباطات قابلیتهای شناسایی شده نشان داد که «مدیریت عرضه و تقاضای برق» اثرگذارترین و «تولید انرژی پاک» اثرپذیرترین قابلیتها هستند. همچنین مشخص شد که از میان 23 عنوان شایستگی شناسایی شده، 12 شایستگی شامل «آینده نگری و تفکر راهبردی»، «پایش محیطی»، «مشارکت سازی»، «مدیریت مالی»، «مدیریت فناوری»، «قدرت مذاکره و متقاعد سازی»، «مدیریت تعارض»، «سازماندهی وهماهنگی»، «دانش و مهارت حرفه ای»، «کار تیمی»، «آگاهی سازمانی» و «درک و آگاهی سیاسی»؛ مجموعاً بیش از 82 درصد بر تحقق راهبردهای بخش برق و انرژیهای تجدید پذیر تاثیر دارند.

طراحی الگوی حکمرانی پیچیده در شرایط تحریم در ایران (مورد مطالعه : صنعت برق)
هدف: امروزه در سطح دنیا سطوح عدم اطمینان، تلاطم محیطی و پیچیدگی در حال افزایش است. پیچیدگی در کشور ایران به دلیل تنوع تهدیدات، تنوع بازیگران، تداخل پویایی، الگوهای رفتاری غیرخطی و خوشهای شدن شدید شبکه، بالا میباشد. الگوی حکمرانی پیچیده، از الگوهای جدیدی به منظور اداره پیچیدگی است. صنعت برق از صنایع پیچیده و زیرساختی بوده که در طی سالهای اخیر تحت تاثیر تحریم قرار گرفته است. بنابراین هدف این پژوهش طراحی الگوی حکمرانی پیچیده در شرایط تحریم در صنعت برق است.روش: این پژوهش بنیادی بوده و روش اجرای آن کیفی و از نوع اقدام پژوهی است. روش گردآوری دادهها، میدانی و کتابخانه بوده و از ابزار مصاحبه عمیق و بررسی اسنادی استفاده شده است. مصاحبه با خبرگان صنعت برق کشور انجام شده است. انتخاب نمونه به صورت غیرتصادفی-گلوله برفی با 15 نفر خبره در صنعت برق کشور انجام شده است.یافتهها: یافتههای تحقیق نشان میدهد که صنعت برق کشور در شرایط تحریم با مسائل مختلفی در حوزههای اقتصادی (مانند افزایش قیمت تجهیزات و مساله تامین و تبادل مالی) ، ساختاری (مانند ناهماهنگی وزارت خانههای نفت و انرژی و وجود واحدهای موازی در ساختار صنعت) و فرهنگی (مانند عدم دسترسی به تکنولوژی روزدنیا و کاهش پژوهشهای منطقه ای) مواجه بوده و این امر آن را به سمت بکارگیری ظرفیتهای داخلی کشور سوق داده است.نتیجهگیری: نتایج تحقیق نشان میدهد صنعت برق با توجه به وجود تنوع بازیگران، اهداف، ارزشها، ساختارها، فرایندهای پیچیده و شرایط تحریم، مستلزم طراحی الگوی حکمرانی پیچیده بوده و در این مسیر 18 سازوکار مواجهه با تحریم به عنوان الگوی حکمرانی در چهار حوزه اقتصادی، ساختاری، سیاسی و فرهنگی طراحی شده است.

مفهوم پردازی سکتة سازمانی (پیشایندها، مصادیق وپسایندها)
هدف: هدف پژوهش حاضر مفهوم پردازی سکته سازمانی در سازمانهای دولتی است که با نگاهی فرآیندی پیشایندها، مصادیق و پسایندهای عدم ارتباط اثربخش را درقالب استعارهای نو بررسی میکند.روش: روش اجرای پژوهش، بررسی کیفی با استفاده از روش تحلیل مضمون جهت بررسی دادههای متنی است که با مصاحبههای نیمه ساختاریافته در نهادهای دولتی و با مشارکت 25 نفر از مدیران و نخبگان حوزههای مدیریتی و پرسنلی با استفاده از روش نمونهگیری هدفمند غیراحتمالی از نوع نظری و با بهرهگیری از تکنیک گوله برفی و براساس اصل اشباع، انجام گرفته است.یافتهها: از انجام مصاحبهها به 1373 کد اولیه و 116 مضمون سازمان دهنده دست یافتیم. در ادامه عناصر تشکیل دهنده در سه دسته پیشایندها، مصادیق و پسایندها در قالب مضامین فراگیر طبقه بندی گردیدند که عبارتند از: 1. پیشایندها، شامل عدم گشودگی، عدم وفاق، عدم حمایتگری، عدم همسانی فردی، منفی گرائی، عدم فرهیختگی، عدم مهارت؛ 2. مصادیق، شامل سکته ساختاری، اخلاقی، رفتاری، راهبردی، شناختی، اعتقادی، اطلاعاتی، دانشی و محیطی؛ 3. پسایندها، شامل آسیبهای ساختاری، رفتاری، اجتماعی، روانشناختینتیجهگیری: مفهوم پردازی سکته سازمانی این امکان را به مدیران به عنوان متخصصان سلامت سازمان میدهد که با دانش افزائی در مواجهه با بیماری پیشایندها، مصادیق و پسایندها را به موقع تشخیص داده و اقدام کنند. بخصوص در سازمانهای دولتی که ماهیت خدمترسانی عمومی دارند این مهم میتواند به هنرمدیریت غنای بیشتر میبخشد. هنری که دغدغه آن سلامتی این میراث ماندگار یعنی سازمان است.

بررسی و تحلیل ارزشهای خدمات عمومی در سازمانهای دولتی
هدف: در ادبیات معاصر سازمان و اداره امور عمومی، ارزشهایی که هدایتگر رفتارهای سازمانی و مدیریتی در بخشهای عمومی هستند، مورد توجه زیادی قرار گرفتهاند. این مقاله به دنبال ارزیابی وضعیت موجود (واقعی) ارزشهای خدمت عمومی و همچنین شناسایی و رتبهبندی ارزشهای خدمت عمومی ایدهآل (مطلوب) برای سازمانهای دولتی و عمومی است.روش: روش پژوهش مورد استفاده در این پژوهش ، توصیفی- پیمایشی بوده که از طریق ابزار پرسشنامه نظرات و دیدگاههای 721 نفر از کارکنان سازمانهای دولتی و خصوصی که به روش نمونهگیری هدفمند انتخاب شده بودند، گردآوری شد. برای بررسی مشخصات جمعیتشناختی پاسخدهندگان از آمار توصیفی و برای تحلیل دادهها از روشهای آمار استنباطی استفاده شده است.یافتهها: یافتهها نشان داد که ارزشهای خدمات عمومی منعکسکننده سنتهای اداره امور عمومی در وضعیت واقعی (واقعی) کمتر از حد انتظار است. شایستهسالاری، پاسخگویی، حاکمیت قانون، شفافیت، حسابپسدهی، صداقت، بهرهوری، حفظ منافع عمومی، برابری و عدالت اجتماعی و کارآفرینی به ترتیب جزو ده ارزش مهمی بودند که از نظر مشارکتکنندگان بایستی در سازمانهای دولتی و عمومی جاری و نهادینه شود.نتیجهگیری: ادارهکنندگان امور عمومی باید به صورت دورهای نسبت به ارزیابی و ممیزی ارزشهای خدمات عمومی واقعی در سازمانهای دولتی و عمومی اقدام نموده و با برنامهریزیها و اقدامات لازم ارزشهای خدمات عمومی مورد انتظار و مطلوب شهروندان را در سازمانهای دولتی و عمومی جاری و نهادینه نمایند.

طراحی الگوی توسعه التزام سرمایه انسانی برگرفته از قرآن و عترت
هدف: التزام سرمایه انسانی بهعنوان یکی از مفاهیم مهم در حوزه سازمانی مورد توجه قرار گرفته است. با وجود آنکه مطالعات فراوانی در تلاش بوده اند تا به واکاوی این مفهوم بپردازند ولی تاکنون این مهم از منظر قرآن و عترت مورد توجه قرار نگرفته است. بر همین اساس این مطالعه با در نظر داشتن این موضوع که قرآن و عترت برای زندگی انسانها به مثابه یک الگو و راهنما عمل میکنند، با کاربست عقل و اجماع، از رهنمودهای آنها به منظور ارائه الگویی برای توسعه التزام سرمایه انسانی پرداخته است.روش: روش مورداستفاده در این پژوهش از منظر هدف، اکتشافی و از لحاظ جهتگیری، توسعه ای- بنیادی است. در این مطالعه از روش گراندد تئوری استفاده شد و سیزده تن از خبرگان دانشگاهی و حوزوی با ابزار پرسشنامه نیمه باز و مصاحبههای نیمه ساختار یافته مشارکت داشته اند. پس از شناسایی مضامین مربوطه و طی فرایند کدگذاری بر اساس روش استراس و کوربین، الگوی شناساییشده با بهرهمندی از تکنیک دلفی ارائه گردید.یافتهها: یافتههای این پژوهش حاکی از آن است که 9 مقوله علّی از جمله: رفاه، توانمندسازی، رشد، روابط بین فردی، تعادل، رهبری، سلامت و ایمنی، عملکرد، ویژگیهای فردی بر توسعه التزام سرمایه انسانی در سازمانها تأثیرگذار هستند. علاوه بر عوامل فوق، عوامل زمینهای (ساختاری، شغلی) و عوامل محیطی (سیاسی، اقتصادی، اجتماعی و فرهنگی، فراسازمانی، مدرنیته شدن) و همچنین راهبردهای سهگانه (پیشروی، نگهداشت و پسروی) نیز بهعنوان عوامل مؤثر بر توسعه التزام سرمایه انسانی شناسایی شدند که درنهایت نتایجی در سطح خرد (فردی، گروهی، سازمانی) و کلان (مدنی و اجتماعی) را در پی خواهند داشت.نتیجهگیری: برای افزایش التزام سرمایه انسانی در سازمان باید مقوله های علی، زمینه ای و محیطی و راهبردها و نتایج الگوی به دست امده توسط رهبران و مدیران سازمانی به کار بسته شود تا کارمندانی با التزام بالاتر بر اساس الگوی قرانی و سیره معصومین و اهل بیت داشت

فساد مشروع؛ چرایی فسادخیز بودن نظامهای سیاسی
هدف: از جمله مسائلی که در جهان فراگیر شده و اغلب نظامهای سیاسی با آن سروکار دارند مسئله فساد است. فساد مسئلهای بسیار مخرب به شمار میآید که مقابله با این مسئله، به دلیل شیوههای گوناگون فساد در نظامهای سیاسی، به امری بسیار دشوار مبدل گردیده است. مقابله با فساد در سطوح کلان مستلزم شناخت ریشههای شیوع فساد میباشد، لذا این تحقیق با هدف شناسایی دلایل فسادخیر بودن نظامهای سیاسی انجام گرفت.
روش: این تحقیق با روش نظریه داده بنیاد انجام شده است. بر مبنای ادبیات نظری محدود و عمدتاً با تکیه بر مصاحبه با 12 نفر (به روش هدفمند) از اعضای هیئت علمی دانشگاهها در حوزههای مدیریت دولتی، علوم سیاسی و اقتصاد انجام گرفت. دادههای به دست آمده از مطالعات نظری و مصاحبهها در قالب کدگذاری باز، کدگذاری انتخابی و کدگذاری محوری انجام شد.
یافتهها: نتایج به دست آمده از کدگذاریها شامل فساد قانونی، فساد سیاسی، فساد حقوقی، فساد فرهنگی و فساد شخصی است که عوامل مؤثر بر فسادخیز بودن نظامهای سیاسی را تشکیل میدهند که به دو مقوله کلی فساد مشروع و ارزشهای فاسد دستهبندی شدند و در نهایت پیامدهای فسادخیز بودن نظامهای سیاسی و راهبردهایی برای آنها پیشنهاد شد.
نتیجهگیری: در جمعبندی کلی این حقیقت ظهور یافت که همه مواردی که سبب بروز فساد در نظامهای سیاسی خواهند شد، جنبهی مشروع دارند و دارای اختیار و قدرت قانونی میباشند. سپس برای اولین بار مدل نهایی در رابطه با فسادخیزی نظامهای سیاسی در این تحقیق رسم شد و علل اصلی، عوامل زمینه ای، عوامل میانجی، مقوله اصلی، راهبردها و پیامدهای فسادخیز بود نظامهای سیاسی شناسایی گردید. درنهایت این نتیجه به دست آمد که نظامهای سیاسی برای مقابله با فساد باید ساختار شکنیهایی در ارکان اصلی خود اعمال کنند که روزنههای بروز فساد را پوشش دهد.
