واکاوی و تحلیل تبعات بیگانگی مجریان از خطمشیهای عمومی در ایران
هدف: هدف اصلی پژوهش حاضر، شناسایی تبعات بیگانگی مجریان از خطمشیهای مالیاتی است. روش: جامعه پژوهش، شامل کارکنان مأمور تشخیص مالیات اداره کل امور مالیاتی استان قم بوده و نمونه پژوهش به روش نمونهگیری هدفمند از نوع نظری انتخاب شد. این پژوهش، بهلحاظ نوع هدف بنیادین و بهلحاظ نوع روش، کیفی و شیوه توصیفی بود. بهمنظور جمعآوری دادههای کیفی، از ابزار مصاحبه و برای تجزیه و تحلیل دادههای حاصل از مصاحبه، از فن تحلیل مضمون استفاده شد. یافتهها: تجزیه و تحلیل دادهها، به شکلگیری 14 مضمون فرعی و 3 مضمون اصلی منجر شد. نتایج نشان داد که اجرا نشدن مطلوب خطمشیهای مالیاتی (عدم تمایل و بیتفاوتی مجریان به اجرای خطمشیهای مالیاتی)، ناکارآمدی سازمان امور مالیاتی در تحقق اهداف سازمانی (تحقق نیافتن اهداف سازمان، نارضایتی مؤدیان مالیاتی از سازمان و کاهش عملکرد مجریان) و شکلگیری بروندادهای ناکارآمد شغلی در سازمان امور مالیاتی (سکوت سازمانی مجریان، بروز رفتارهای انحرافی در سازمان، بیهویتی سازمانی مجریان، کاهش رفتار شهروندی سازمانی مجریان، وقوع رفتارهای واپسگرایانه در سازمان، کاهش رضایت شغلی مجریان، تحلیلرفتگی مجریان، کاهش سلامت روانی مجریان و آسیب دیدن زندگی خانوادگی و اجتماعی مجریان)، از تبعات پدیده بیگانگی مجریان از خطمشیهای مالیاتی در ایران است که مدیران و خطمشیگذاران مالیاتی باید به آن توجه کنند. نتیجهگیری: بررسیهای اندک انجامشده در زمینه بیگانگی از خطمشی عمومی، فقط تعداد محدودی از پیامدهای این پدیده را شناسایی و بررسی کردهاند و پیامدهای دیگری وجود دارند که دیده نشدهاند. بر این اساس، این پژوهش توانست پیامدهای دیگری از این پدیده را نظیر بیتقاوتی مجریان به خطمشیها، سکوت سازمانی، بروز رفتارهای انحرافی، تحلیلرفتگی، کاهش سلامت روانی مجریان و ... را شناسایی و در سه مضمون اصلی دستهبندی کند.

مدل تصمیمگیری استراتژیک تأمین مالی پروژههای تحقیقاتی در دانشگاههای دولتی (مورد مطالعه: دانشگاه تهران)
هدف: وابستگی پژوهشهای دانشگاهی به بودجه دولت در دانشگاههای دولتی موجب شده است تا محدودیتها و مشکلات اقتصادی دولت در سالهای اخیر بر وضعیت پژوهشهای دانشگاهی نیز اثر نامطلوب بگذارد. از این رو، مدیران دانشگاههای دولتی میبایست در خصوص بهکارگیری روشهای مختلف تأمین مالی پژوهشها، بهخصوص استفاده از منابع مالی بخش خصوصی و صنعت، رویکرد استراتژیکی اتخاذ کنند. پژوهش حاضر، با هدف طراحی و تبیین مدل تصمیمگیری استراتژیک تأمین مالی پروژههای تحقیقاتی در راستای تقویت و ثمردهی پروژههای تحقیقاتی دانشگاه تهران انجام پذیرفته است.
روش: روش پژوهش این مقاله از نوع کیفی و دادههای کیفی از طریق انجام مصاحبه نیمهساختاریافته با خبرگان و مطالعه مقالات و متون جمعآوری شده است. بهمنظور استخراج سنجهها و سازههای اصلی مدل، دادهها با استفاده از روش تحلیل تم تجزیه و تحلیل شدند. 34 نفر خبرگان مصاحبهها با استفاده از روش گلوله برفی انتخاب شدند.
یافتهها: بر اساس نتایج پژوهش، 10 سازه اصلی که از 33 سنجه تشکیل شدهاند، اجزای مدل راتشکیل میدهند.
نتیجهگیری: اجزای مدل تصمیمگیری استراتژیک تأمین مالی پروژههای تحقیقاتی دانشگاه تهران عبارتاند از: ارتباطات داخلی و خارجی دانشگاه، زنجیره ایده تا محصول، الزامات و تمهیدات قبل از اجرای استراتژیها، بررسی و انتخاب استراتژیها، استراتژی اصلاح ساختار، استراتژی مالی، استراتژی مشارکتی، استراتژی بهینهسازی نتایج پژوهشها و استراتژی منابع انسانی و ارزیابی.

ارائه مدل تفسیری ـ ساختاری نظام جبران خدمات کارکنان بخش دولتی در راستای ارتقای سلامت اداری
هدف: هدف از این پژوهش، طراحی مدل نظام جبران خدمات کارکنان در راستای ارتقای سلامت نظام اداری است.
روش: پژوهش حاضر بر مبنای پارادایم تفسیری و مبتنی بر روش مدلسازی ساختاری ـ تفسیری اجرا شده و از نظر هدف، کاربردی است. برای گردآوری دادههای آن، از مصاحبه استفاده شده است. جامعه آماری این پژوهش، متخصصان سازمان اداری و استخدامی کشور است و روش نمونهگیری، از نوع هدفمند است.
یافتهها: نظام جبران خدمات کارکنان در صورتی به ارتقای سلامت اداری منجر خواهد شد که از هفت مؤلفه کنترل داخلی، رویههای عادلانه، پرداخت مبتنی بر عملکرد، رویههای قانونی، رویههای شفاف، رویههای مستند و پرداخت انگیزاننده برخوردار باشد. طبق یافتهها، چهار مؤلفه در ناحیه پیوندی قرار گرفتهاند که عبارتاند از «کنترلهای داخلی»، «رویههای مستند»، «رویههای شفاف» و «رویههای عادلانه». این مؤلفهها پویا محسوب میشوند؛ بدان معنا که هر تغییری در آنها میتواند کل سیستم را تحت تأثیر قرار دهد. مؤلفههایی که در ناحیه مستقل قرار گرفتهاند، شامل دو مؤلفه «رویههای قانونی» و «پرداخت مبتنی بر عملکرد» میشود که قدرت نفوذ و هدایت زیاد این دو مؤلفه در مدل را نشان میدهد. همچنین مؤلفه «پرداخت انگیزاننده» در ناحیه وابستگی قرار گرفته است که از میزان وابستگی زیاد این مؤلفه به سایر مؤلفهها حکایت میکند.
نتیجهگیری: نظام جبران خدمات در راستای ارتقای سلامت نظام اداری، بایستی از رویههای شفاف و مستند برخوردار باشد و عدالتمحوری را در اولویت قرار دهد. همچنین اثربخشی نظام جبران خدمت در راستای ارتقای سلامت اداری در گرو تبعیت رویهها از قوانین و مقررات، استقرار کنترلهای داخلی، پرداختهای انگیزاننده و مبتنی بر عملکرد است.

ارزیابی ظهور و بروز ویژگیهای سازمان نوروتیک در سازمانها: مطالعهای در آموزشوپرورش با رویکرد نگاشتشناختی فازی
هدف: هدف از این پژوهش، ارزیابی ظهور و بروز ویژگیهای سازمان نوروتیک در آموزشوپرورش با روش نگاشتشناختی فازی است.
روش: برای شناسایی ویژگیهای رفتار نوروتیک در سازمان مورد مطالعه، از روش نگاشتشناختی فازی استفاده شده است. در نخستین گام بعد از مشخص شدن مسئله پژوهش، ابتدا خبرگانی انتخاب شدند که در رابطه با سازمان آموزشوپرورش از دانش و آگاهی لازم برخوردار بودند. بعد از مشخص شدن خبرگان پژوهش، پژوهشگر به استخراج نقشه ذهنی خبرگان اقدام کرده است. به این صورت که با انجام جلسات گروهی فکری از خبرگان خواسته شد تا ویژگیهای مد نظر را با توجه به بعد مشخصشده روی فلیپ چارت نوشته و مکتوب کنند. بعد از رسیدن به اشباع نظری، تسهیلگر گروه، پاسخها را بر اساس بعدهای مشخصشده، دستهبندی کرد، سپس روابط علی بین عناصر هر بعد و روابط با عناصر سایر بعدها بررسی و ترسیم شده است.
یافتهها: نگاشتشناختی علی رفتارهای نوروتیک در سازمان آموزشوپرورش شامل 122 عنصر است. تحلیل نگاشت بهکمک FCMaper نشان داده که این عناصر شامل 45 عنصر معمولی، 75 عنصر فرستنده و 2 عنصر دریافتکننده هستند.
نتیجهگیری: نتایج حاصل از نگاشت نشان داده است که عنصر عدم عزتنفس، با داشتن بیشترین درجه ورودی، اثرپذیریترین عنصر نگاشت و عنصر رسانهای کردن با داشتن بیشترین درجه خروجی، اثرگذارترین عنصر نگاشت رفتار نوروتیک در سازمان آموزشوپرورش هستند. مرکزیت، شاخص دیگری است که نشاندهنده شدت اثرگذاری عناصر در رفتار نوروتیک است، تحلیلها نشان میدهند که عنصر عدم عزت نفس با داشتن بیشترین مجموع درجه ورودی و خروجی مرکزیترین عنصر نگاشت شناخته شده است. همچنین نتایج حاصل از آزمون اسپیرمن و بررسی سناریویهای حدی نشاندهنده صحت نتایج بهدستآمده هستند.

شناسایی و تفسیر الگوهای ذهنی مدیران شهری نسبت به شهر هوشمند با روششناسی کیو (مورد مطالعه: شهر همدان)
هدف: خطمشیگذاری اثربخش در حوزه مدیریت شهری، به آگاهی از نقشه ذهنی دستاندرکاران این حوزه نیاز دارد. هدف این پژوهش، ارائه راهکارهایی برای تسریع هوشمندسازیِ شهری با شناسایی و تفسیر الگوهای ذهنی مدیران شهری در رابطه با شهر هوشمند است.
روش: روششناسی پژوهش، روش کیو است. فضای گفتمان پژوهش با انجام 11 مصاحبه و بهشکل اکتشافی و همینطور با استفاده از ادبیات پژوهش گردآوری شد. مشارکتکنندگان پژوهش تعداد 25 نفر از مدیران و متخصصان شهریِ شهر همدان بودند که در تصمیمگیریهای کلانشهر دارای نفوذ بالایی بوده و به شیوه نمونهگیری هدفمند انتخاب شدند.
یافتهها: پس از ارزیابی و جمعبندی فضای گفتمان، تعداد 204 عبارت کوتاه مانند عبارات کیو انتخاب شدند. بعد از نظرسنجی از خبرگان، در نهایت تعداد 42 عبارت بهعنوان نمونه عبارات کیو انتخاب شدند. بعد از جمعآوری اطلاعات حاصل از مرتبسازی کیو از 25 مشارکتکننده، این اطلاعات توسط نرمافزار اسپیاساس نسخه 25 با روش تحلیل عاملی کیو تحلیل شد و تعداد 11 الگوی ذهنی متمایز را میان مشارکتکنندگان پژوهش در رابطه با شهر هوشمند شناسایی کرد که 32/77 درصد از واریانس کل را تبیین میکند.
نتیجهگیری: این 11 الگوی ذهنی، بهترتیب با نامهای «کلاننگران امیدوار»، «طرفداران خدماتمحوری»، «طرفداران شهروندمحوری»، «علاقهمندان به مدیریت واحد شهری»، «واقعبینان عدالتگرا»، «فرهنگیان قانونگرا»، «طرفدار راهبردهای بالندگی»، «توسعهگرایان علمی»، «برونگرایان علاقهمند به چابکسازی»، «اقتصادگران ریسکگریز» و در نهایت «مدافعان محیط زیست»، نامگذاری شدند و اهمیت و اولویتبندی موارد شناساییشده، بر اساس الگوهای ذهنی بهدستآمده انجام شد. در پایان، با توجه به تفسیر الگوهای ذهنی بهدستآمده، راهکارهایی برای تسریع در هوشمندسازی شهرها پیشنهاد شد

موانع بهرهوری در سازمانهای دولتی (مورد مطالعه: سازمان صمت اصفهان)
هدف: هدف از اجرای این پژوهش، بررسی موانع بهرهوری در سازمانهای دولتی و رتبهبندی این موانع، بهدلیل آشکارسازی تأثیر هر یک از موانع و شاخصهای آن بر بهرهوری در سازمان است.
روش: این پژوهش از لحاظ هدف کاربردی و بهلحاظ جمعآوری دادهها توصیفی ـ پیمایشی است. جامعه آماریشامل، کلیه مدیران و کارشناسان سازمان صنعت معدن و تجارت استان اصفهان به تعداد220 نفر است. روش نمونهگیری در این پژوهش بهصورت کلشمار بوده و ابزار گردآوری دادهها پرسشنامه است. برای تجزیه و تحلیل دادهها، از نرمافزار SPSS و PLS استفاده شده است.
یافتهها: پس از سنجش و رتبهبندی شاخصهای مرتبط با هر یک از موانع بهرهوری با استفاده از آزمونهای آماری، یافتهها نشان میدهند که هر سه دسته از موانع در کاهش بهرهوری نقش اساسی دارند و بهترتیب موانع سازمانی، موانع فردی و موانع محیطی بیشترین تأثیر را بر کاهش بهرهوری میگذارند.
نتیجهگیری: در این پژوهش، سه مانع اساسی بهرهوری در سازمانهای دولتی شامل موانع محیطی، موانع سازمانی و موانع فردی بررسی شدند، سپس شاخصهای مرتبط با هر مانع تعیین و رتبهبندی شدند. نتایج این پژوهش اولویت موانع سهگانه بهرهوری و همچنین اولویت شاخصهای هر دسته از موانع بر بهرهوری سازمان را مشخص کرد. این نتایج میتوانند مبنایی برای برنامهریزی مدیران در راستای در نظر گرفتن و رفع موانع و در نتیجه، افزایش بهرهوری در سازمان باشند.

تبیین نقش ساختار مالکیت بنگاه در فرایند تصمیمگیری استراتژیک هیئتمدیره: مطالعه چندموردی بانکهای دولتی، شبهخصوصی و خصوصی
هدف: هدف این پژوهش تبیین نقش ساختار مالکیت در فرایند تصمیمگیری استراتژیک هیئتمدیره در محیط نهادی ایران بهعنوان کشوری در حال توسعه است. رویکرد این پژوهش، رویکرد رفتاری است، نه نظریه نمایندگی که تئوری غالب در پژوهشهای حاکمیت شرکتی است. روش: استراتژی این پژوهش، بررسی چندموردی با رویکرد نظریهپردازی استفهامی است. پس از بررسی ساختار مالکیت بانکهای ایرانی، چهار بانک با ساختارهای مالکیت متفاوت انتخاب و با مدیران عامل، اعضای هیئتمدیره، معاونان و مدیران مرتبط آنها، 34 مصاحبه نیمهساختیافته انجام گرفت. دادهها پس از کدگذاری نظاممند مصاحبهها و بر اساس فرایند نظریهپردازی هشتمرحلهای آیزنهارد، شامل مراحل تحلیل درونموردی، تحلیل بین موردی و با رفتوبرگشت مکرر به ادبیات پژوهش تحلیل و در نهایت، شش گزاره پیشنهادی ارائه شد. یافتهها: نتایج نشان داد که تمرکز مالکیت با برهم زدن توازن قدرت و اختلاط مالکیت نیز با تأثیر مخرب بر توازن اعتماد و جوّ احساسی و توازن تضاد شناختی، اثربخشی تصمیمگیری استراتژیک را کاهش میدهند. همچنین، نهادهای نظارتی میتوانند رابطه منفی بین تمرکز مالکیت و توازن قدرت را تعدیل کنند. نتیجهگیری: برخلاف پژوهشهای پیشین که بهطور عمده مبتنی بر نظریه نمایندگی بوده و تمرکز مالکیت و وجود سهامداران عمده را عامل مثبتی در حاکمیت شرکتی بنگاهها میدانند، در این پژوهش که با رویکرد رفتاری انجام شد، مشاهده شد که هم تمرکز و هم اختلاط مالکیت موجب کاهش اثربخشی تصمیمگیری استراتژیک هیئتمدیرهها میشوند. بهدلیل اهمیت صنعت بانکداری در اقتصاد ایران و با توجه به نقش تعدیلگر نهادهای نظارتی بر این تأثیر منفی، تقویت نهادهای نظارتی، تقویت آییننامههای کنترلی بر رفتار سهامداران عمده و جلوگیری از ورود نهادهای عمومی غیردولتی به اقتصاد پیشنهاد میشود.
